I have a Zum Radio Elite 3.5 hotspot. When it is connected to my home Internet via an Ethernet cable, I can enter its IP address in my browser and pull up the Pi-Star homepage. When the hotspot is connected to my home network using WIFI, I receive an error message that the IP address
"took too long to respond" and I cannot pull up the Pi-Star homepage. Does anyone know how to solve this issue?

My suspicion would be that your home router has a configuration that imposes WiFi Client Isolation, with the effect that WiFi-connected devices can use only the Internet connection but not communicate with other user devices.
If that is the case you may be able to solve it by using administrative access to the router to disable that option.
