The USB-PD source will most definitely not be supply 5V@5A if it has not completed a successful PD negotiation with the sink (Pi 5). That would completely violate the spec. It will likely drop down to 5V@3A, which will happily power a Pi 5 under most use cases.
Without one of the overrides (firmware or config file) the Pi 5 will have limited the available current to the USB ports.
