OK, pretty sure the issue is that the Mac is not acting as a DHCP server and I need to either use a router or enable "Internet Sharing" and let the IP be assigned via the ISP router over the Mac's Wi-Fi.

Sorry, but what is complicated here?
Use RPIimager, enable SSH, select a hostname of your choice - my example below has 'book21th' as the hostname/username is 'pi' - , make sure SSH is enabled (!) and flash the OS to uSD.

Boot your Pi, connect it with an Ethernet cable of your choice - I've just used a portable one to connect my iMAC to the Pi5 via direct Ethernet cable connection (WiFi on the Pi is disabled for this test) - and SSH into it 'ssh <username>@<hostname>.local -->

connects me to the Pi5 DUT just fine. Make sure to use a dedicated hostname! If you client has more Raspberry Pi's around - which all are set to hostname 'raspberry' this method will have to fail!
So let 'your client' transfer their money to me next time :idea:
