In my opinion everything is working as it should.
But you may find that Bookworm with the latest updates does what you want.
Your Pi shuts down, which clealy indicates that the KEY_POWER event is being sent and that systemd-logind actions it by "Initiating shutdown"
The problem is that there is not (or at least I cannot find) any description of what "initiating shutdown" means. It could either mean bringing up the shutdown dialog (which is what you want) or it could mean executing an immediate shutdown (which is what I want). Either is useful and appropriate, depending on the context. I can find no way to select which behaviour you get.
I recently found that the behavoour had changed - i.e "initiating shutdown" used to mean "shutdown now" but now mwans "bring up the shutdown dialog".
