I'm not sure why you've enable secure-boot before you've decided upon what you plan to boot, what your threat model is, how you plan to build and update said OS.
It's something that we are looking at for RPi OS but it's not there yet.
For secure-boot / rpiboot questions RPIBOOT + device UART logs would be for more information.
You should also check that your boot.img file has the correct boot.sig file. You can verify this using the verify option in rpi-eeprom-digest
