It appears to output between -0.5V and +0.5V so interfacing to an RP2040 ADC will require some kind of offsetting hardware.

I'm not sure I understand that, why do we need an offsetting hardware here ?
What is it ? What does it do ?

No idea about the ENVIII Sensor and EC sensor - Any links to their datasheets ?
