4. Are you talking just about mouse rate, or screen refresh as well? Mouse refresh is related to 1. At present, I think the mouse is synchronised to the windows, so when for example you move the mouse/window the window moves with it. We could put the mouse code in another thread, but then you get windows lagging behind the mouse and other strange artefacts. It might be worth it of course.

If I have understood correctly I think this is referring to the usbhid.mousepoll parameter. The default setting of 65 Hz in RPi OS can causes issues with certain usb mice and results in a ‘laggy’ mouse cursor - in some cases leading to user complaints of a ‘slow Pi’.

As this is setting is more relevant for the lower powered devices, I’d perhaps suggest leaving the current 65 Hz default on the 32-bit OS only.

The 64-bit SoCs have enough power that 125 Hz (usbhid.mousepoll=8) should be the minimum as this resolves most laggy mice issues and also is more appropriate for higher refresh rate monitors.
Just had a play with those settings, does seem to be a decent improvement. Will see what others think.
