IANAL, but AIUI your purchase is subject to the laws of the country where you bought it. You have no other legal rights.
The reseller will have rights against Raspberry Pi Ltd, but RPi Ltd are usually supportive anyway.
I do not know the details of the process between RPi Ltd and their resellers.

Ultimately, if customers make too many complaints to RPi Ltd against a reseller, that reseller will lose their position. This forum may not be the best place to make that complaint (it may not reach the right people at RPi Ltd).

In your case, it may be that the reseller is being cautious (as is their right) because this is your second failed Pi. In general, Pi boards are extremely reliable, so two failures in one place is rare, unless there is a common factor. This statement is not intended to suggest that your warranty claim is not genuine, but the reseller may want to help you eliminate any problems with the way you use your Pi.
Im not sure how you got to that idea( Did the reseller tell that?) please help me correct it. This is my first ever warranty claim in my 8 years of using more than 30 raspberrypi products. I have had many burned off due to my misuse. So never claimed any warranty. This one came with gpio 2 and 3 not working. I complained it to him within 2 days of delivery no reply. He even replied to sell me the accessories but kept mum on the warranty.
So i just let it be and started using it as kodi media center. one fine day it stopped booting. just red light.

Even now its been 2 days since the seller has received the product back. No update on it. He has left my message at seen on whatsapp.

I have enough proof that the seller just avoids even replying to the messages about warranty claim. He didnt even respond after posting here on the forums, until i lost cool and threatened him that i will contact consumer forums and legal authorities.

Raspberry pi has listed them as authorised but they dont even send an invoice on mail ! not even order number.

Im honestly out of options rn , as it seems the power is totally vested in the reseller. My only option is until and unless raspberry pi officially says the relight no boot problem on the pi5 comes under warranty, Im sure the seller will screw me.
