This is absolutely bull crap for a good reason. A raspberry pi is very cheap and costs around $35. A PC costs around $500 to thousands and thousands of dollars.
The second thing is that there are other types of pi's that you can buy that look and that uses Debian to run their Linux system and they cost less than a PC yet are better than a raspberry pi. If you don't like the raspberry pi you could buy the rock pi for around $150.
The third myth is "you can do the same things on a PC as you could on a raspberry pi"
now obviously bull crap the raspberry pi has gpio pins that can be used for fans and circuitry that you possibly want to make that can be integrated into the system or not . On the other hand a PC does not have this. the average PC is mostly used for software development and does not have gpio pins.
in conclusion a PC is worse than the raspberry pi, not to say that you can add a camera to this little device as well, in hardware development. A lot of YouTubers that do coding stuff with hardware use a raspberry pi or something close to it. my suggestion for choosing a device, is whatever floats your boat. A raspberry pi is recommended for cost and hardware development.
