Aa long as the solution uses the hardware H264 video encoder in the GPU, you can't get it much lower. Only if you take another simple board that is dedicated for camera streaming, so not a Pi4, power consumption is lower.
Or maybe use old camera stack as that takes almost no CPU power, only GPU. I use that on a Pi0, but I haven't measured power consumption.
There is https://github.com/bluenviron/mediamtx, that streams direct from camera into webbrowser.
