Troubleshooting • Pi 4 on Buster: Menu Bar Missing

This on a: Raspberry Pi 4 Model B Rev 1.2 still running Buster.

This is one of two identical Pies both running Buster and in the same location. I have enabled VNC on both machines and am using the Mac Screen Sharing app as I client.

On one I have a complete desktop with a full, functioning menubar.
On the other I have just the desktop image (Burmese temples, I think) but no menu bar.
I have diligently searched and tried all the suggestions found here:

Oddly, I was unable to find anything that was more recent or specific to Buster.

Nothing has worked. I remain baffled.
