Hello ı bought a raspberry pi 5 8 gb but ı cant use it. I am a laptop user and dont have a monitor or keyboard for raspberry pi, so I make a research and I found ı can use a program called Putty. I have a samsung evo plus 64 gb sd card. I writed the system and check the setting. (Enable ssh,) after ı writed the OS (raspberry OS 64 bit) ı create a text folder named "ssh" to boot folder (I checked the text folder was anykind folder). Then I open Putty and trying to connecting the Raspberry pi but the program says "Connection Refused". I was using a Kingston ssd a couple weeks ago, ı though my sd card was not working well so ı bought this sd but nothing changed. When ı push the open button Raspberry pi its light up 4 green led, ı though that was the problem but a man on the internet says its ok. I though the problem was raspberry pi but in this forum someone says it cant be because they are checked in hand so your raspberry pi must boot at least one time. I hope ı can fix this, please can u help me? Thanks

Perhaps what you describe as a 'connection' problem is due to not having a working Operating System installed booted and running on your RPi[5] board?
You have not explained how you are creating the bootable microSD card or SSD storage. The fact that you talk about adding an ssh file or folder suggests you are not using the recommended Raspberry Pi Imager utility which would do that for you.
The repeating pattern of 4 flashes of the Green LED could also be a sign of an incorrectly prepared boot disk.
Temporarily borrowing an HDMI tv, monitor or display to connect to your RPi[5] would make troubleshooting much easier.
Booting and using an RPi[5] 'headless' and using it via ssh is perfectly possible - I do it all the time - but it can be difficult to debug if you are unfamiliar with the process.
