why nor check if the PWM value send to your fan is what it should (as the RPM may vary)? If it isn't then your fan may have a mechanical issue.
Did you check it for dust/particles?

You're running which kernel? There was an issue a while ago which was sorted viewtopic.php?p=2191536&hilit=Fan#p2191536
I'm not sure how to do that. I do

cat /sys/class/thermal/cooling_device0/cur_state
to see what 'step' it's on, but I don't know how to see the actual PWM values.

I did check it for dust; it's very clean since it's not that old.

Thanks for your help, by the way. I don't want to buy a new fan if there's nothing physically wrong with this one. I will also say, I've been monitoring the RPMs for a while now, and when it eventually drops down to speed 1, the RPM goes down to around 800 and then slowly drops over time to 600 and below. When it first goes from speed 0 to speed 1, the fan doesn't even start properly. It just spins for a half second, the tach reports 30 to 50 RPM briefly, and then it stops; it does that repeatedly.
