Those "smart" cables with the PD chips might deliver the amperage at the required voltage but not match the PD specs for the device plugged in. There are heaps of variations. By the time you test a "cheap" power supply with a couple of PD cables, you spend more than the official power supply costs.

Buy the official power supply first then experiment only for battery or solar operation where you need to not waste power converting to mains power then back. For USB devices like disks, you can cut open the USB cable, or use an adaptor, and deliver power to the USB device separate to the Pi. The Pi 5 then runs on less than the 3 amp maximum power from a non PD cable.
