What do you mean offline? Offline from the Internet? Offline from your local network?

A NAS is just a computer with an extra bit of software. You can access the files through a keyboard, screen, or use remote access through a local network. I usually set up a NAS with a full GUI for local use or through VNC. A 2 GB Pi 4 can run a NAS with a GUI through VNC so you have more resources than needed.

You can download into the NAS directories and delete afterwards. You could write a script to loop though some videos playing them. The list of videos could be in a file and the script could delete each entry after use. Do you know how to write scripts?

There are a wide varieties of file players. Some can be started with a list. Depending on the player or script, you could select some files in the File Manager and pass them to a player or a script.
