Or you might find that both devices assign themselves fallback default addresses in the 169.254 address range.

The laptop might but RPiOS Bookworm doesn't. Which, frankly, is a pita, when the only link you have is a point to point one.

That is madness, despite things falling back to link-local addressees often being a pain to me, it is obviously something that should exist by default.

It is madness, yes. There are multiple wasy to fix it: Bookworm vs Bullseye - A Guide section 3 but none of them are easy if you can only run your Pi headless.
