I don't know why I'm only now noticing the over_scan problem, I've been a Raspberry pi owner since 2012. I haven't used the models 1 and 2 for a long time and only use the 3B+ occasionally but I do check for updates every couple of weeks using SSH to log in. Anyway, I'm now convinced that the over_scan problem is TV based.
The TV is an 11 year old 12 volt Teac. The wall mount is covering the model number so I cannot provide any further information. The menu does not include an option to adjust the screen scan width. By the way, I live in a motorhome and that's why I no longer use the Raspberry pi as much as I used to. It's just too much trouble to set it up when I have a laptop to use.
I do have a 7" Waveshare HDMI monitor which I had only used once because of the difficulty I had with the small text. I just tried it and the screen image displays without any over_scan. I had cataract surgery a year ago and I can see the display quite comfortably now so I might use this set up more frequently.
Finally, an unrelated problem that's occurring since the upgrade to Bookworm. I can no longer use my SSD USB drive to do backups. The drive disconnects before the backup is completed and a low voltage warning is displayed. The plug-pack is a Raspberry pi product that I bought with the Raspberry pi 1. Some research shows that the same plug-pack is suitable for use with pi models 1, 2 and 3. It's rated at 5.1 Volts and 2.5 Amps. It doesn't run hot.
