Peak lithography?
It's 16nm, when the same cores came out at 7nm on release and that is now old technology (just over 4years ago). Apple A12 and Kirin 980 made at TSMC.
So either cost, fab space or something else is keeping them from using it.

As for underclocking a Pi5, it does it itself whan it throttles. It just stays nice and toasty warm.

One of my Pi5 doesn't have its heatsink on yet.

Though why and when they increased the minimum speed from 1GHz to 1.5GHz I don't know, but it was early on.

Why not the 2W with a RAM increase if they can squeeze it on there (may be good for the new AI cams?).
It still has the older VC/GPU though. It is Pi3 based, which is near enough a Pi2, in fact the Pi2 now uses the Pi3 SoC.

Is it just a faster GPU you want? That brings increased heat and power usages and heatsink and then fans.
