An H264 elementary stream has no timestamp information for each frame (that is normally stored in the container, eg MP4, MKV, etc).
The framerate can optionally be stored in the H264 stream headers, but not all players abide by that.
If you have no timestamps, then playback is often as fast as the decoder can manage.
