I'd imagine systemd is probably the best way.
I've not tried this guide,
but you could try following the "Getting Kodi to Auto-Start on the Raspberry Pi"
section (don't follow the whole guide as that includes building from source and a lot of
things that aren't needed these days).
You should also consider LibreELEC if the pi is primarily intended for kodi.
