MMAL has been deprecated since Bullseye, and isn't present by default on Bookworm.
The kernel DRM / KMS framework will only allow a single master at a time, whereas MMAL and DispmanX allowed a free-for-all of applications putting images on the screen at will with no co-ordination.
The first cvlc instance will become the DRM master, so a second instance can't claim that role until the first has closed. Having a layer option is therefore redundant.
Initial thoughts are to investigate D-Bus control of cvlc (can you edit a playlist via it?). Or look to actually write your own program that uses libavcodec to do the decoding, and is the DRM master so can put images on the screen in whatever manner you fancy.
