Mostly, the people who buy them.I am about to go buy a Pi4 and hopefully the 4Gb otherwise 1Gb, what are all of the problems that exist with this new iteration?
More specifically, those who don't read up on things it needs to run well before buying it all, like a good power supply that can handle what they will be doing with it, and buy the wrong stuff.
Don't be one of those people.

A) the official Pi PSU is all of the below:
1. really cheap
2. really good
3. really works
4. really saves you from a lot of headaches
B) any cell phone charger you might find in forgotten in a box in your dark basement will not work well enough and if you use one you'll come back here with preventable self inflicted issues, you'll officially be one of those people.
C) B goes for most power banks too.
