Reduce the resolution. Use a Pi 5. Use a Tier 1 fibre network. You do not mention the resolution of the output or the hardware or the network connection. Someone out there might have experience with specific hardware and resolution and networks.
Our local broadband supplier, a government monopoly, has offered fibre as a replacement for wire but you still cannot buy a minimum speed which means everything slows down when kids arrive home from school and fire up their games networks. Outside of that problem, I would use a Pi 5 and look for software that can use the graphics chip for encoding.
