It should be possible using the Bootloader recovery images in Raspberry Pi Imager. Write the SD Card Boot or USB Boot image to an SD card, put that in the PI and power on. It will install a fresh bootloader and reset the BOOT_ORDER to a default setting.
It works because the Pi always checks the SD card for a recovery file before using the BOOT_ORDER flags for a normal boot.
